UPDATE - Montenegro Aligns Visa Policy

Montenegro has announced a change to its immigration and visa regime as part of its ongoing European Union accession process. Effective 1 November 2026, nationals of Russia, Belarus, China, Türkiye and Saudi Arabia will require a Montenegrin visa before entering the country. This change follows the Government's decision to fully align Montenegro's visa policy with that of the European Union.

What is changing?

Individuals intending to relocate to Montenegro for employment or other long-term purposes must first obtain a Type D (long-stay) visa, which serves as the basis for applying for a temporary residence and work permit after arrival in Montenegro.

For employers planning to hire foreign nationals from these countries, this means that the immigration process should start earlier, as obtaining the Visa-D will become a mandatory first step before the residence and work permit application can be submitted.

Easier visa application process through VFS Global

Although the new visa requirement introduces an additional step, the Ministry of Foreign Affairs has simultaneously simplified the application process.

Previously, applicants generally had to submit visa applications directly at a Montenegrin embassy or consulate, often requiring international travel. Under the new system, Montenegro has partnered with VFS Global, one of the world's leading visa service providers.

Applicants can now submit their visa applications through designated VFS Visa Application Centers, reducing the need to travel to Montenegrin diplomatic missions. The VFS network is already operational in several countries and will continue expanding, making the visa process considerably more accessible for applicants worldwide.

What should employers do?

Companies employing or planning to employ nationals of Russia, Belarus, China, Türkiye or Saudi Arabia should review their recruitment timelines and allow sufficient time for the visa application before arranging travel to Montenegro. Existing employees who may need to leave and re-enter Montenegro after 1 November 2026 should also carefully verify the applicable entry requirements in advance.

Early planning will help avoid unnecessary delays in onboarding foreign employees and ensure continued compliance with Montenegro's updated immigration rules.
